The jutsu was called "reaper death seal." A jutsu of the fourth's own creation I believe.It is used again by the 3rd hokage on Oroachimaru to seal his arms.So he could no longer use jutsu,but his true goal was to kill him entirely,but he was to weak,and old to do so.
