I don't think they're older in this picture. Shino is a few months older than Kiba, but they're both 12 in this picture. When they're older, Shino's attire is dangerously close to being completely covered; Akamaru is big enough for Kiba to ride; and Kiba's outfit is more black than gray. Plus, I think he doesn't wear that coat anymore.
