Kenshin found a engagement ring in a cat fish he caught, and miss Tae (the match maker) forced him to give it to her becuase it was a special day called Tanabata, and she wanted to make Kaoru happy. So accidentally he gaved it to her not knowing he asked her hand in marriage. Later on he find out what he did and was very shocked, and therefore you have this face. Take it from somebody who watched the 95 episodes and the OVAS plus read the books . (you were close)
