That was actually Ebisu buying him ramen here! He was giving him an example of how much "more" power he has to use to make a clone then the rest of his classmates do. He ends up accidently hurting Naruto's feelings when Naruto says he's always been fine anyway! Then Ebisu yells at him saying "That's because you have energy reserves that are hardly even human " so he teaches him the walking on water trick, to learn control!
