She's not crying (I don't think persocoms can cry at all), she's just hugging him goodbye and doesn't really want him to go.

Persocoms can't cry but a Chobits persocom can(Freya(Dark Chii) cried in episode 26) Chii thought that Hideki had illness and she said:"Thinking that Hideki has illness, I felt a sharp pain in my chest" then she hugged him

shes a chobit no? a "persocom" (pasokon in japanese, but no of the ppl here would no what i meant if i said that, sigh)thats has emotions and that human stuff, so yeah i think she can cry!
