No, Haku is NOT actually a girl. In the anime, we get to see Haku with his parents, when -HE- was small. So, if he were a girl, why would his parents dress him as a boy? And anyway, if he truly were a girl pretending to be a guy, that would most definitely be revealed somehow, otherwise what would be the point? And anyway, why would Kishimoto go into such great depths for the sake of a character that wouldn't appear for more than a couple of episodes anyway?

They didn't dress her like a boy. She was dressed like a girl. Also remember that they were poor and couldn't afford nice cloths. Also, it was revealed that she was a girl pretending to be a boy. It's more obvious in the Japanese version though. Kishimoto considers Haku's story very influential to the Naruto series since she is the one who set Naruto on the path of being his own kind of ninja. That's why Haku's storyline is so deep. She was a girl. Believe it!
