That's Sakon, not Ukon. Sakon means "right", so his bangs are on the right side of his head.

Sorry about that. I figured out that that was an error in the anime. It was supposed to be Ukon, but the bangs were drawn on the wrong side. Poor Masashi, he is so overloaded by work he can't keep his own characters straight. Crying or Very sad
