Mrs Inuzuka is mean! Ms. Inuzuka is ok.  Kiba is crying because in this ep Akamaru was infected by some sort of biological disease unleashed by foreign ninja. It only effects animals, and is kinda like rabies. Kiba is blaming himself and is upset over breaking his promise to him (About never letting him get hurt again), and is trying to sacrifice himself to the now "Mad" Akamaru. He tried to run away with him when he heard the Fith say they might put him to sleep if they couldn't cure ...

Neokura* : Hai that's what happened to them!  Poor kiba was very sad! He thought they were going to kill Akamaru! Tsunade the Fith Hokage had Naruto spy on them, and Kiba overheard his report! He went as far as attacking Naruto to protect Akamaru! He couldn't bring himself to fight Akamaru, so he let him attack him instead!
