That's Naruto when he's trying to teach Konohamaru the Sexy no Jutsu...and it didn't work....apparently...

Yeah, its his patented Sexy No Jutsu. He's very good at it and has mastered the vision to be a hot blonde. Later in the episode when Konohamaru's old sensei tried to take back him, he actually got it to work, unfortunately it wasn't sexy enough...so Naruto whipped out his Kage Bushin No Jutsu and combined it with Sexy No Jutsu. And with that you get a hundred naked blonde girls who all swarmed the sensei and his nose bleed like crazy.
