Pein said that he was ordered by Madara Uchiha before fighting against Jiraiya And do u know the person in Akatsuki who claims himself as Madara Uchiha before Pein n Konan? I still doubts that Tobi is Madara...I think he just claimed that he had possessed Madara's power Pein said that Madara had ordered him to capture Kyuubi....it means that PEIN IS NOT THE AKATSUKI LEADER but I'm also not certain whether Tobi is Madara or not.
